a valid defence, but, nevertheless, it is
scarcely
consistent with the
usual policy of English Law to repudiate the possibility of
such
contingency.
Every writ must be preceded by
a writ of Summons
a direct
application for payment at least
four days before issue of such and I may state

that such House to House
applications
are
found the
most expedient mode of recovering
the Rates and it is on
that
system that the Treasurer now
mainly relies, with results extremely beneficial and quite
satisfactory to the State justifying the increase to his Staff which Your Grace
sanctioned at
my suggestion on 8th May, 1867.
